EMCOR Government Services (EGS) is currently seeking a Program/Project Manager (PM) in the Washington, DC Metro Area to lead our contract operations supporting high-profile government customers/facilities. The PM will have complete authority and responsibility to act for EGS in every detail during the term of the contract.

The PM leads a team of dedicated and talented professionals in delivering complete facilities maintenance services to include preventive and unscheduled maintenance, repair of equipment and systems, landscaping, custodial, and associated services.

 

As the contract’s leader, working through subordinate staff, responsibilities include client engagement, financial planning and management, interaction on human resources management, operations and continuous improvement, and planning, organizing, coordinating, directing, and controlling assigned contract functions.

 

 

Reporting: This key position will report directly to the EGS Director of Operations.

Supervision: This position may directly supervise some or all the following positions, (depending on the contract); Deputy Project Manager, Operations and Maintenance Supervisors/Managers, Chief Engineers, Engineers/Trades, Custodial Supervisors, etc. Additionally, this position will manage subcontractors, IDIQ projects, and consultants.

There are potentially several positions contingent on awards and future bid opportunities.

Essential Duties & Responsibilities

  • Provides strong and disciplined leadership, direction, and serves as the primary point of contact for this project, available 24/7/365, and is responsible for work performance, contract compliance, profit/loss, and workforce development.
  • Ensures staff are trained and follow EGS policies and procedures to include the administration, coordination, performance, and monitoring of operational and business activities, including the performance work statement quality standards.
  • Develops and leads a complex organization requiring acute mission focus.
  • Technical knowledge of building systems to include boilers/chillers, HVAC, Plumbing, Electrical, Security, Fire system, building automation, etc.
  • Maintains a strong and highly responsive business relationship with the client. Develops relationships/partnerships, rooted in strong values and integrity.
  • Creates reports/presentations/spreadsheets to manage, track and brief progress to the client and EGS senior management, including CMMS metrics/analysis.
  • Collaboratively works with EGS senior leadership and staff managers on SG&A control, budgeting, growth, and P&L management.
  • Interfaces with colleagues on other EGS sites to develop a One Team strategy.
  • Reviews routine financial forecasts and briefs monthly updates. Ensures that contract tasks and IDIQ projects are managed in a manner that meets all contractual requirements and EGS financial goals regarding P&L, cashflow, AP/AR.
  • Analyzes operations to determine potential enhancements or improvements to facilities operational procedures and activities. Recommends/implements appropriate actions or solutions to achieve organizational objectives.
  • Ensures consistent and accurate interpretation and application of human resource policies and procedures. Interprets and administers policies pertaining to the recruitment and retention of employees. Manages various personnel/union issues through constant communication with HR Business Partners.
  • Maintains compliant and strong safety, health, environmental and quality control programs in conjunction with the EGS Safety and Quality Director/Manager.
  • Advises senior management and client on project management capability and risk.
  • Ensures that all employees follow the Government and EMCOR/IT Business Systems and Cybersecurity requirements.
  • Establishes performance indicators for measuring/trending project performance.
  • In consultation with the subordinate leaders and HR Business Partner, makes decisions concerning the hiring, promotion, and termination of staff.

Qualifications

  • Must possess and consistently lead with a Mission First, People Always mindset.
  • Must have a minimum of ten (10) years of experience of Project Management, Operations and Maintenance/Facilities Management experience for buildings of the approximate size, complexity, and characteristics, with at least eight (8) years in a supervisory role.
  • An associates degree/bachelor’s degree in engineering, project management, construction, business, or related field is desired or a combination of education, experience, professional licensing/certification may be acceptable.
  • Must demonstrate an extremely high level of attention to detail and the ability to take initiative/action and adapt quickly to stressful or changing requirements.
  • Must have excellent communication, writing and listening skills and the ability to communicate with various levels within the organization and with clients.
  • Demonstrated experience in cost control, budgeting, scoping, planning, estimating, procurement, scheduling, change management, tracking, dispute resolution, contracting, and leadership.
  • Highly developed leadership, management, supervisory, interpersonal, and analytical skills are required to administer a high-performing contract.
  • Demonstrated experience working with labor unions and/or managing service employees under the Service Contract Act.
  • Experience with Computerized Maintenance Management Systems (CMMS), Maximo experience is preferable.
  • Working knowledge of financial management, client relations, plant management, reporting, business operations, blueprints, buildings, grounds, equipment, custodial services, construction, repair, maintenance, purchasing, inventory control, fire, safety management, & OSHA codes.
  • Candidate must be able to obtain HSPD-12 clearance.

OTHER SKILLS/REQUIREMENTS

  • Proficiency with Microsoft Office 365 Tool Suite (including SharePoint, MS Teams Application, and Outlook).
  • Proficiency with Microsoft Project desired.
  • Knowledge of Business Intelligence products and tools desired.
  • Proficiency with Maximo CMMS highly desired.
  • Experience with facilities management and IDIQ estimating.
  • Demonstrated skill at developing and nurturing strong client relationships.
  • Ability to identify potential, train and develop others for succession planning.
  • Some travel may be required.
  • Awareness of emerging technologies and project management techniques desired.

 

Physical Demands

While performing the duties of this job, the employee is regularly required to sit; use hands to finger, handle, or feel; and talk or hear. The employee is occasionally required to stand and walk. The employee must occasionally lift and/or move up to 10 pounds. Specific vision abilities required by this job include close vision, color vision, depth perception, and ability to adjust focus.

Geographic Disclosure

 Compensation Range:   $120,000 - $150,000 annual salary

 Other Compensation:  N/A
