Job Summary

EMCOR Government Services is seeking a talented MEP (Mechanical, Electrical, Plumbing) Estimator/Project Coordinator to support our facilities maintenance and operations support services contract at the Department of Transportation Headquarters in Washington, D.C. This position requires technical, organizational, supervisory, and communication skills plus the understanding of numerous mechanical and structural systems (High-pressure steam boilers, chillers, central plants, HVAC, electrical, fire systems, plumbing, structural, carpentry, etc.).

Essential Duties & Responsibilities

MEP Planning and Estimating

  • Prepares the scope of work for various types of construction or repair projects.
  • Prepares detailed cost estimates using RS Means or an equivalent cost estimating software.  Must be able to articulate and justify cost and technical methodologies.
  • Develop selection/options for most economical systems/approach to be utilized in preparation of bid packages.
  • Solicits competitive bids, hosts site walks, and prepares estimates that are formally submitted to EMCOR senior leadership and the client representative for approval.
  • Provides thoughtful, itemized, and detailed estimate/technical proposal for client evaluation.
  • Formally presents estimates and other project deliverables to management and other project stakeholders.
  • Prepares equipment and material submittals for client approval as specified.
  • Plan, estimate, and schedule all types of work requests including complex electrical, mechanical, control systems, and structural work.
  • Performs cost comparisons for repair vs. replacement and in-house vs. outsource.
  • Prepare complete plans (e.g., existing and proposed) and method of execution for all project work requests
  • Ability to read and understand as-builts, architectural, electrical, plumbing and mechanical drawings.
  • Ability to read and understand manufacturer’s submittals and literature. 
  • Performs quality assurance on subcontractor performance, ensures compliance and acceptable services were performed, prepares invoices upon completion of all projects to ensure timely accounts receivable receipts.
  • Prepares a punch list and quality assurance inspection at the completion of all projects and ensures that all work is completed as per specifications and in a professional manner.
  • Prepares and submits Request for Information (RFI) to the client as necessary.
  • Attends and presents at government meetings.

Project Management

 

  • Collaborates with site/EGS HQ procurement and contracting departments for competitive bids, site walks, submittal packages, awards, etc.
  • Directs subcontractors, monitors and reports project progress/status updates to senior management and DOT facilities’ staff.
  • Receives submittals, maintains DOT technical reference library.
  • Collaborates with site/HQ for asset intake and management. Responsible for project’s new/replacement assets and information (i.e., warranty, S/N, job plans, specifications, etc.) is accurate in Maximo (Computerized Maintenance Management System).
  • Creates presentations/spreadsheets to manage, track and brief progress to senior program management and DOT senior leadership.

Qualifications

  • Must have a minimum of four (4) years of experience in MEP planning and estimating structural, electrical, and mechanical projects in a large facility or multiple facilities with highly complex mechanical, electrical, and structural requirements.
  • Must have a minimum of four (4) years of project management experience or an acceptable combination of relevant experience, education, and training.
  • Associates or higher degree in engineering, project management or equivalent field is highly desired or an acceptable combination of relevant experience, education, and training.
  • Must be skilled in using RS Means cost estimating software or other “equal” cost estimating software that is widely recognized within the facilities maintenance and construction industries.
  • Proficiency with AutoCAD or other “equal” software experience is highly desired.
  • Must have excellent communication and listening skills and the ability to communicate with various levels within the organization.
  • Must demonstrate an extremely high level of attention to detail and the ability to take initiative and adapt quickly to changing requirements.
  • Must possess the ability to work under the pressure of multiple deadlines, managing and coordinating multiple projects at the same time.
  • Proficiency with Microsoft Project and/or Smartsheet highly desired.
  • Formal presentation/briefing skills are required.

Geographic Disclosure

Compensation Range:   $70,0000 - $90,000

Other Compensation:  none
