Job Summary

EMCOR Government Services has an immediate need for a Facilities Security Officer (FSO), based in our Alexandria, VA headquarters.  This position is the focal point in our headquarters and for the sites we serve for personnel and physical security tasks.  The FSO supports a team of dedicated and talented professionals in delivering a wide range of services to the government.  This role requires knowledge of the National Industrial Security Program Operating Manual (NISPOM). Knowledge of Cybersecurity Maturity Model Certification (CMMC 2.0) a plus.

Reporting into the President of EMCOR Government Services, the FSO will oversee and perform the full range of security duties including:

  • Conduct the onsite day-to-day administration of security in support of EGS government contracts.
  • Serve as the Insider Threat Senior Program Official (ITSPO) and administer the organization’s Insider Threat Program (ITP).

Essential Duties & Responsibilities

Facility Security, IT Security and Clearance Operations

  • Serve as the technical expert on security and government clearances for classified and non-classified Government contracts and accounts, Special Access Programs (SAP) and other special projects.
  • Manage personnel security clearance (PCL) processing and day to day administration under the NISPOM (DISS and NBIS) and HSPD 12. This includes but is not limited to fingerprinting, new clearance initiation, enrollment of employees in the Continuous Evaluation (CE) program, and initiation of periodic reinvestigations when necessary.
  • Manage security requirements for customer accounts of varying size, scope and complexity and needs
  • Ensure administration of the annual training in accordance with the organization’s Security Awareness and Training Plan in accordance with NISPOM.
  • Oversee and operate a fully compliant industrial security program, with minimal oversight, to meet government regulations and contract-specific requirements.
  • Develop, implement, maintain, and enforce security standard operating procedures (SOPs) and policies.
  • Conducts security risk assessments to identify and mitigate potential security threats
  • Generate internal and external facility and personnel security related reports, as needed or required.
  • Investigates security incidents and prepares reports on call alarm response, etc. findings and recommendations.
  • Establishes and maintains an effective relationship with the customer to achieve a mutually beneficial business relationship.
  • Devise ways to improve security practices and processes to ensure contract operations are compliant with law and agency security policies.
  • Supports and actively protects EGS’ information assets and technologies to include enhancing the information security management framework, supporting the vendor risk management process, and the Department of Defense (DOD) Cybersecurity Maturity Model Certification (CMMC) programs.
  • Pro-actively seeks feedback from clients, attends meetings, submits reports, and assists both internal and external auditors and inspectors.

 

Supporting Business Development/Proposal Development:

  • Obtain required security and clearance documents and provide to the Business Development team to support our proposal efforts.
  • Review prospective Key Personnel resumes for clearance compliance to the SOW.
  • Assist in developing plans for prospective subcontractors, business partners and MP partners to ensure they are complying with government security and clearance requirements.
  • Interact with ARC approved personnel pertaining to the access of secure RFP’s.

 

Qualifications

  • Active Top Secret Clearance or higher is required
  • A Bachelor’s degree in relevant field plus five to seven years’ experience in administration and management of FSO duties is required.
  • Understanding of government regulations (FAR and DFARS/other agency supplements) and commercial contracting practices is required.
  • Understanding and experience in managing information security programs.
  • Strong experience with Windows, MS Office Suite and accounting systems used in government contract performance
  • Excellent oral and written communications
  • The ability to successfully interact with senior level partners
  • The ability to manage security requirements  for multiple accounts of varying size, scope and complexity. 

 

Preferred Qualifications:

  • Successful completion of DCSA security education requirements for qualification as FSO for a non-possessing facility and/or the ITSPO.
  • Successful completion of a formal SSO certification training or ICD 705 course within the last five (5) years.
  •  Experience with DoD IC Agencies.
  • NCMS ISP Certification or DoD’s SPeD certification.

 

Physical Demands:

While performing the duties of this job, the employee is regularly required to sit, use hands to finger, handle, or feel; and talk or hear. The employee is occasionally required to stand and walk. The employee must occasionally lift and/or move up to ten pounds. Specific vision abilities required by this job include close vision, color vision, depth perception, and ability to adjust focus.
